    Mongolian Skills Competition Identifies the Best National Competitor

    The Mongolian Skills Competition is traditionally organized every year among the students and graduates of TVET school and polytechnic college by professional associations.
    This year the first phase of the competition was held for 6 professions to identify the 6 best competitors. Hence on 18th and 19th of January 2017, the second phase of the competition was held in 5 professions in UB and Darkhan cities to identify the top two competitors of each profession.

    7th Team Leaders’ Meeting Workshop

    This time the Team Leaders meeting was organized in a broader context as a workshop including study tours to Dundgobi TVET school, Dalanzadgad Polytechnic College to demonstrate the progress of donor projects implemented at the schools, followed by a comprehensive workshop including updates from MoLSP on new structure of ministry, strategic goals and objectives, latest amendments to TVET law and its features, collaboration suggestion of the ministry to partner projects implemented in labour and TVET sectors, update of project activities and identification of collaboration areas and possibilities.

    50th day of Mongolian teachers

    With regards to the 50th day of Mongolian teachers, the ceremony of appreciation and celebration of teachers' labour was held on October 4th of 2016. In recognition of the contribution of elder teachers in preparing professional workers, VETP NGO honored and awarded 5 elder teachers with monetary reward and khadag.

    Discussion meeting on ‘’Quality Assurance Management System Model’’

    On May 10th of 2016 the Ministry of Labour, Support to Mongolia’s Technical and Vocational Education and Training Sector-1 project (STVET-1 Project) of the European Union and Vocational Education, Training Partnership NGO jointly organized the Discussion meeting on ‘’Quality Assurance Management System Model’’ at the Meeting Room of Ministry of Labour, where over 20 representatives of the MoL, Ministry of Education Culture and Science, Mongolian National Council for Education Accreditation, Higher education quality assurance team, Technical Vocational School’s Association, TVET Association and VETP NGO participated. The meeting was opened by Ms. Altanjargal B. the Head of VET PCD of Ministry of Labour and MoL Specialist Ms. Bolor-Erdene B. introduced information on international best practices and outcomes of the previously held working group meetings. Hence Ms. Genevieve McCabe and Mr. George Kolath the STVET-1 Project Advisor and Expert shared information to participants. As the result of the group discussions and recommendation given by participants Ms. Altanjargal B. the Head of VET PCD of Ministry of Labour highlighted that the ’Quality Assurance Management System Model and Implementation Plan thereof will be approved by the decree of Minister for Labour and activities of the TVET sector projects aligned with the implementation of the plan.

    The 5th Team Leader’s Meeting

    On May 30th 2016, the 5th Team Leaders Meeting was held at UNFPA Meeting room, UN House from 2:30 pm to 4:30 pm to exchange information on current activities of the TVET projects and provide an introductory information on Youth Development Programme (UNFPA), especially on life skills education and youth development through TVETs and discuss possible synergies with the other projects in the VET sector where representation of Youth Development Program UNFPA, Youth Employment Project SDC, Skills for Employment Project ADB, Cooperative Vocational Training Project GIZ, Support to Mongolia’s Technical and Vocational Education and Training Sector Project-1 and 2 of the European Union, Australian Department of Foreign Affairs and Trade and Vocational Education Training Partnership NGO participated.

    Development Partners Coordination Meeting

    Also under the scope of assignment to support Donor Coordination activities of the Ministry of Labour VETP NGO jointly with STVET-1 Project and IPO unit, MoL co-organized the ‘’Development Partners Coordination Meeting’’ on April 18 at the Tuushin hotel to discuss the Integrated VET sector wide Plan to be aligned with the VET Policy/Strategy and Ideas and action points to strengthen Integrated Project Office (IPO) to effectively lead the partner coordination in the VET and Employment Sectors. The meeting was opened by H.E. Mr. Bayarsaikhan G. Parliament Member, Cabinet Member and Minister for Labour of Mongolia and was moderated by Mr. Orgil the Head of IPO and over 40 people including Ministry of Labour, Ministry of Finance, implementing agencies/international organizations in the VET and Employment sectors and industry participated. Per organization of the meeting VETP was responsible for drafting agenda, inviting guests, making phone confirmation of invitees, registration of participants, arranging logistics of the meeting such as arranging coffee tea breaks, meals, translation equipment and translation, name tags for participants. During the meeting a feedback form was distributed to all participants to improve the organization of events hosted by VETP NGO and obtain feedback on suggested topics for further events. Hence participants answered that the Development Partners Coordination Meeting was organization very well 100% and was very informative, helpful and relative to participants 85%, but the handouts weren’t all provided and more time should be allocated for discussion of topics. Also the participants provided their opinion of further useful topics for next meetings such as: Thematic meetings- Labor/ Employment focus for effective meeting., TVET Policy and Strategies (existing and future programs and projects) (targets and scope aligned to clear policy and strategies), Brief introduction about the projects or what others are doing in brief, SWAP Analysis approach for TVET, Inform about stand of the new strategy, Career guidance related activities under all projects, Discuss the planning on project and programs to be implemented by the GoM and donors in the TVET sector, Links to other educational projects such as higher education and early childhood education, Factors affecting learning outcomes in TVET students including human rights issues etc. During the workshop presentations were made by Ms. Genevieve McCabe the STVET-1 Project Advisor and EU Quality Assurance Institution, Ms. B.Bolor-Erdene the Senior Expert of VET PCD, Ms. Ch.Tungalag the Executive Director of VETP NGO, Ms. B.Nandinchimeg the Former Project Coordinator of Singapore Temasek fund project and a group discussion was held.

    The 4th Team Leader’s Meeting

    The 4th Team Leader’s Meeting was held on April 21st 2016 to discuss issues on NQF developments, NCVET and sector council developments. Team Leaders and representatives of Cooperative Vocational Training in the Mineral Resource Sector in Mongolia GIZ, Youth Employment Project SDC, Skills for Employment Project ADB, Support to Mongolia’s Technical and Vocational Education and Training Sector-1 project (STVET-1 Project) of the European Union and STVET-2 Project, VETP NGO, Australian Department of Foreign Affairs and Trade participated.

    Quality Assurance Working Group Meeting

    The 2nd Quality assurance Working Group Meeting was held on April 27th from 09:00 am to 15:00 pm at the VIPT room of Chinggis Khan hotel where over 20 people representing VET PCD, MoL, MoECS, STVET-1 and STVET-2 Project of EU, TVSA, NCIA, VETP NGO, ADB, Skills for Employment Project, NEAC, IET, IFT, CPC etc. participated. From the meeting recommendations on accreditation, license of TVET institutions, qualification approval and certification issues and learning and teaching topics were produced and shared with participants later.

    Co-organized the Quality Management Workshop

    The Ministry of Labour, Support to Mongolia’s Technical and Vocational Education and Training Sector-1 project (STVET-1 Project) of the European Union and Vocational Education, Training Partnership NGO jointly organized the Workshop on supporting the ‘’Quality assurance system’’ on April 20th 2016 where over 20 people representing the Ministry of Labour of Mongolia, Ministry of Education Culture and Science of Mongolia, Mongolian National Council for Education Accreditation, Mongolian Association of Technical and Vocational Schools, projects and TVET institutions participated.
    Thanks to the TVET Quality Assurance (QA) Working Group meetings, the mapping of TVET QA Management System will be done and discussed by stakeholders. Activities and discussion on each component of the improved system is planned hence the final discussion will be held on May 10th to approve the improved TVET QA Management System by the Minister for Labour of Mongolia.

    Training Workshop on ‘’Linking competence with qualification level, performance management’’

    On April 28th 2016 from 09”30 am to 5:30 pm the Training Workshop on ‘’Linking competence with qualification level, performance management’’ was held at the meeting room of Mongolian National Employers’ Federation. Training workshop covered the topics of: amendments to legal documents to establish the National Qualifications Framework, performance related pay system, international practice on evaluation of workplace, occupational group, classification and a presentation was given by STVET-1 Project of the European Union on National Qualifications Framework.

    The 3rd Team Leader’s Meeting

    On March 16th of 2016 the 3rd Team Leader’s Meeting was held at CVT Project Office, Level 6, NESRIC, Chinggis Avenue, 2nd khoroo, Khan-Uul district, Ulaanbaatar. Team Leaders and representations of the ‘’Capacity development of Mongolian-Korean Technical College’’ Project KOICA, Support to Mongolia’s Technical and Vocational Education and Training Sector-1 (STVET-1) Project; STVET-2; “Cooperative Vocational Training in the Mineral Resource Sector” program GIZ, Youth Employment Project SDC, UNFPA, Skills for Employment Project. ADB and VETP NGO participated in the meeting to discuss and exchange information on the Results Matrix of the CVT Project, Developments to date and future proposals/plans under ‘Occupational Standards and Curricula Development’, Approach from donors to the situation with NLRC.

    Development Partners Technical Meeting

    On March 14th of 2016 the Vocational Education Training Partnership signed a consultancy contract with the Support to Mongolia's Technical and Vocational Education and Training Sector-1 (STVET-1) Project of the European Union to support the development and implementation of an effective aid management and coordination system in the Ministry of Labour through updating a matrix on the various donor projects in the TVET sector in Mongolia. Under the scope of this assignment, VETP NGO assisted the Integrated Project Office of the Ministry of Labour to update donor mapping of key donors implementing various programmes in the TVET and Employment sector, where the donor mapping was thematically structured such as NQF, Quality Assurance, Management, Capacity Development (TVET institutions/VET PCD/RMCs), Teacher Development/Training, Curricula Development, Social Partnership (industry relations/involvement), Advocacy, Communication, Image Promotion programs (career guidance), research and study (database/research works/best practices), TVET research and study, database and other. Per the above stated purpose, VETP NGO organized the Development Partners Technical Meeting on March 23rd at the Meeting Room of MoL where a presentation was done by Ms. Tungalag to introduce the draft data collection forms for feedback on the content and structure of templates.Per the meeting, VETP NGO was responsible for inviting guests, making confirmation of attendance, registration of participants. Unfortunately some of the project haven’t finalized the actions plans, hence couldn’t provide the complete data by April 14th, where VETP NGO presented the results of the data collection process to the IPO Ministry of Labour and later on the results were presented to participants of Development Partners Coordination Meeting. But it was promised by partners to submit the requested data as soon as the internal planning process is complete.

    Development of a Vocational Education and Professional Information System for GIZ

    Vocational Education and Professional Information System was developed by VETP with the financial support of the Ministry of Labour of Mongolia, German, Swiss and Australian Government, the ”Vocational Education and Professional Information System” (Web page, Mobile phone app & CD) was opened on February 4th of 2016 at the NESRIC. The purpose of the ”Vocational Education and Professional Information System” is to help the youth make the right decision about professional career and help the unemployed citizens to find employment. Representatives of TVET schools, general education schools, institutions of higher education, employers and professional associations participated in the opening ceremony. During the ceremony the Ministry of Labour of Mongolia, NESRIC, GIZ and VETP NGO presented the www.mergejil.mn website aiming to help the higher school students make decision about professional career.

    Management conference

    Conference for the labour sector management was held between January 15th – 16th of 2016, where over 80 people such as Heads of Departments of the Ministry of Labour, Heads of the capital city, district and province level Labour departments, Directors of TVET schools, Polytechnic colleges participated. During the conference, Rajiv Gandi polytechnic college of production and art, Mongolian-Korean Polytechnic College, Construction Polytechnic College haveorganized the exhibition of student works. H.E. Mr. Bayarsaikhan G. Minister for Labour gave the opening speech of the event and congratulated the schools that have demonstrated the skills of future professional workers.

    Discussion on TVET sector quality assurance system development

    The Ministry of Labour, STVET-1 Project of the European Union and Vocational Education Training Partnership NGO jointly organized the Discussion on TVET sector quality assurance system development on January 26th of 2016 at the Meeting room of the Ministry of Labour. Around 30 people comprising of Vocational Education Training Policy Coordination Department of the Ministry of Labour, Ministry of Education, Culture, Science, MNCEA, VETP NGO, STVET-1 Project of the European Union, TVET Association and representations of TVET institutions participated.

    Dialogue held within the scope of activities to establish quality assurance system of Mongolian TVET sector

    On December 12th of 2015, the VET PCD of Ministry of Labour of Mongolia, Vocational Education Training Partnership NGO and STVET-1 Project of EU jointly organized the meeting to discuss renewed accreditation of TVET institutions and curricula, requirements for opening new training/trade, upgraded requirements for extension of special permission, requirements for changing the type of TVET institution at the Construction Polytechnic College of Ulaanbaatar city. During discussions, the working group presented the proposed amendments to relative law legislation and encouraged a free discussion. Participants talked about challenges faced at regional and school level and shared ideas on the overall TVET sector issues and expressed their gratitude to organizers of the dialogue. It was decided that working group would further work on reflecting the suggestions and recommendations of the meeting in the content of proposed amendment.

    Working group on “Renewal of criteria for TVET institutions’’

    On Dec 3rd of 2015 at the Meeting room of Ministry of Labour of Mongolia, the Working group meeting on “Renew the criteria for TVET institutions’’ was held. Total 16 representatives from VET PCD of Ministry of Labour, SPP of Ministry of Education, VETP NGO, Technics Technology Institute, Construction Technology College, TVET Association, Nalaikh TVET school, Central RMC and UB RMC. Ms. Tungalag Ch. the Executive Director of VETP NGO facilitated the meeting and Ms. Bolor-Erdene B. the Expert of VET PCD gave the opening speech if the meeting. During the meeting participants had fruitful discussion and exchanged ideas and points on defining and discussing the current quality assurance system of TVET sector, introduce the results of the survey on ‘’TVET sector quality assurance’’, defining the grounds and directions of the renewal of criteria for TVET institutions. As the outcome of the meeting the members of the Working group on “Renew the criteria for TVET institutions’’ was defined and it was decided that Ms. R.Erdenetuya, the Senior Expert of VET PCD, Ms. Bolor-Erdene B., the Expert of VET PCD, Mr. B.Mishigjav, the Head of TVET Association, Mr. D.Bayar, Senior Expert of SPP Ministry of Education, Ms. Tungalag Ch., the Executive Director of VETP NGO would work on the subject and present the result and recommendation during upcoming meetings.

    Partnership in Labour Sector Meeting

    The Ministry of Labour of Mongolia and Vocational Education Training Partnership NGO jointly organized the ''Partnership in Labour Sector'' meeting on November 27th of 2015. The meeting was opened by H.E. Mr. Bayarsaikhan G. Parliament Member, Cabinet Member and Minister for Labour of Mongolia and over 40 people representing donor organizations, ambassadors of different embassies in Mongolia, Several department heads of the Ministry of Labour and Mr. Erdeneburen R., the State Secretary of the Ministry of Labour of Mongolia attended the meeting. During the meeting introduction of General Project Unit at the Finance and Economics Department of Ministry of Labour was made and participants discussed improvement of future partnership in the sector.

    Tracer study for the CVT Project GIZ

    Once again jointly with CVT Project of GIZ, VETP conducted the tracer study for the evaluation of CVT Project goals: increased employability among urban and rural man and women and has three components: (1) formal TVET, (2) Short Term Skills Training (STST) and (3) Vocational Counselling (VC). The pilot program is implemented in ten provinces. Hence the tracer study comprised from:
    1. Interviews with companies about the quality of TVET schools and the skills of their graduates. Where three indicators of the evaluation is:
    - 1) Independent Evaluation at company level confirm a significant improvement by 2016 of the needs- and practice orientation of services of the (TV) Educational Institutions supported by the German DC.
    - 2) 75% of the companies cooperating with the pilot TVET institutions value the training courses as good or better
    - 3) A survey among the cooperating companies gives evidence that the graduates of the supported STST courses have appropriate and relevant qualification.
    2. Another indicator required interviews with all participants of short-term (STST) courses. These interviews were conducted on phone as well. The indicator is:
    - 4) The overall survey of graduates of the supported STST courses gives evidence that the majority of the graduates started a paid occupation within 3 months after successful STST completion
    3. The last indicator required phone interviews with 100 users of new career
    guidance services which were established in all project provinces. The indicator is:
    - 5) A survey among a sample of 100 users (of which 50 are women) of the career guidance services at the pilot vocational education and training institutions confirms that the advice helped them to make a successful decision about which qualifications to take and which career path to pursue.
    As the result of this ongoing service VETP submitted 361 interview data with STST participants, 100 users of CG service and 41 company interview data by October 2015.

    Training workshop on “Statistical Data Analysis Methodology for Vocational Education and Training’’

    Between September 29th to October 20th of 2015, jointly with Vocational Education, Training Partnership NGO the Ministry of Labour of Mongolia conducted Training Workshop on “Statistical Data Analysis Methodology for Vocational Education and Training’’ for Statistical Officers of all TVET institutions. The Training Workshop is sponsored by the STVET-1 Project of European Union and conducted at Regional Methodology Centers. The Vocational Education and Training Statistics which is a component of the Labour Market Statistics comprises from total 15 data of official national statistics and administrative statistics. Each year within the due term the Vocational Education, Training Policy Coordination Department of the Ministry of Labour collects and consolidates data from all functioning TVET institutions for further submission to National Statistical Office.
    From the training, the Statistical Officers of TVET institutions learned about usage of software and methodologies to properly produce the statistics of their schools and practiced on producing this year’s statistics of their schools and reporting and presenting on the outcomes to management and other users of statistical data. Participants consisted from total 112 people from methodologists, managers of the 6 RMCs, employees and teachers responsible for statistics of the 41 Ulaanbaatar city TVET institutions, 8 TVET institutions of Gobi region, 4 TVET institutions of Eastern region, 11 TVET institutions of Khangai region, 12 TVET institutions of Central region and 10 TVET institutions of Western region.

    Team building workshop for TVET projects organized

    On October 23rd of 2015, the Vocational Education and Training Policy Coordination Department of Ministry of Labour, VETP NGO and STVET-1 Project of the European Union jointly organized a ‘’Team building workshop for TVET projects’’ involving over 50 staff members of the 10 TVET projects. During the workshop all projects gave short introduction on its activities. After the introduction part all participants were divided into groups depending on their responsibilities and discussed the challenges of their work and brain stormed on solutions and exchanged information.

    Workshop on ‘’Lessons Learnt from WorldSkills Competition in San Paulo 2015’’

    On October 9th and 10th of 2015 the Workshop on ‘’Lessons Learnt from WSC in San Paulo 2015’’ was organized by the CVT Project, GIZ where all Competitors, Experts and organizers of WSC 2015 including Ministry of Labour and VETP participated and contributed. The workshop consisted from following sessions:
    1. Experience and insights of WSC competitors and experts
    2. Group work on result of participation of Mongolian team in WSC San Paulo 2015, how can different tasks and functions/responsibilities be divided in terms of organization and logistics, what requirements does an expert need to fulfill, what requires a good preparation of competitors, ways of financing and sponsoring, how can development advisors be optimally integrated into the competition preparation and what supporting role should the donor organizations play.
    3. Presentation of group work.
    VETP worked as the official organizer an Technical Delegate of the WorldSkills Competition Mongolia and therefore gained excellent experience and knowledge.

    Revising and amending the administrative and official TVET statistics forms

    VETP NGO signed a service contract with the STVET-1 Project of the European Union to provide consultancy on ‘’Revising and amending the administrative and official TVET statistics forms’’. Within the framework of the assignment VETP NGO was responsible to organize the working group meetings, provide consultancy and revise the statistics forms. Majority of planned activities under the contract is complete, hence relative reports and documents were submitted to client. According to action plan of the assignment all working group meetings were held hence remaining works are: approve the revised administrative statistics forms by Minister of Labour, submit and approve the revised TVET statistics forms by Standing committee on statistical methodology and National Statistics Office, prepare a presentation and submit to TVET institutions and submit the final report to client.

    ’’TVET institutions' diversification, quality and outcomes’’ Project Survey

    Jointly with ‘’TVET Association’’ NGO, VETP developed the formal proposal and was selected to conduct the survey.
    Objective of the project survey: Diversify TVET organizations, develop the training institutions in accordance with national and regional development policy and objective by identifying leading/prevailing trades, limit duplication specific trade trainings to avoid excess supply and make consistent with labour market demand, retrain teachers, establish a sound in-service training environment develop efficient and realistic partnership with tangible outcomes provide with possibility to increase TVET investment and budget. Expected outcomes:
    TVET organizations, students and graduates, teachers, employers and professional associations would benefit from the project. Also project would positively affect the activities of Ministry of Labour, relative bodies and ministries. Outcomes:
    1. Activities of TVET organizations more aligned with national and regional development policy objectives and satisfy the need for professional workers;
    2. Enrollment of TVET organizations consistent with labour market demand avoiding excess supply/training of same professional workers.
    3. Classification of TVET organizations lead to specialization and identification of development directions and specialization of teachers to improve skills of graduates;
    4. Classification and identifying the prevailing trades of TVET organizations lead to expansion of cooperation/partnership opportunities with employers of industry and service sectors;
    5. Classification of practical training equipment and technics supply of TVET organizations and strengthen and make available the inter-school practical training base;
    6. Establish the ground for improving efficiency of investment and budget of training institutions etc.
    Per the result of the project, suggestions on grounds to establish prevailing TVET trades and specialization directions based on a base survey were developed and submitted to the Ministry of Labour.

    Business Breakfast on ‘’Supporting the Mongolian team in World Skills Competition’’

    On June 8th from 8:30 am to 11:30 am VETP organized a Business Breakfast with top industries of Mongolia to raise funds to support the first Mongolian team that will participate in the 2015 San Paulo Brazil World Skills Competition. As the preparation of this work VETP developed and delivered invitations to 53 leading industries and conducted a follow-up phone confirmation calls to ensure active participation of guests.
    During the meeting VETP presented a comprehensive presentation on general information of WSC and sponsorship packages and opportunities, hence the participants submitted formal offers to support the Mongolian team.

    Translation and editing of WSC Rule Books

    According to the Cooperation Agreement VETP worked on official translation and editing on WSC rule Book A ‘’For the organization of WorldSkills Competitions’’ and B on ‘’Rules and procedures for the management and conduct of the skill competitions’’, competition programme, the introductory information of Mongolian team members and Standard Specifications of 9 trade that are the selected and registered trade competitions of Mongolian team which are bricklaying, joinery, hairdressing, beauty therapy, cooking, wall and floor tiling, welding, CNC turning and electrician trades and guideline for Expert, Technical Delegate and Team Leader in total over 200 page documentations.
    Hard copies of the above mentioned official documents and important news related to WSC were distributed to Ministry of Labour, participating TVET schools and polytechnic colleges and sponsors of the Mongolian team and the two books on WSC rules were published on VETP website for public view.

    TV series on “TVET Rebranding, Image Promotion’’

    GIZ sponsored project to develop 10 tv series on “TVET Rebranding, Image Promotion’’
    Based on the Board decision to co-implement the GIZ sponsored project to develop 10 tv series on “TVET Rebranding, Image Promotion’’ in collaboration with the Ministry of Labour, VETP successfully developed the ten tv documentations and performed roles to manage the funds of the project implementing proper monitoring role, be a member of the Working Group to implement the actions and advice on the content of such videos covering the areas of TVET rebranding and image promotion, occupational health and safety, career guidance. The goal of the project is to increase awareness of the projects, programs and initiatives implemented by the Ministry of Labour within the general public and to promote vocational education and skills to secondary school students. Hence professional film crew produced ten documentary films that were broadcasted twice via 3-4 national television channels.

    Memorandum of Understanding on Cooperation with Ministry of Labour of Mongolia

    On May 5th of 2015 VETP signed the Memorandum of Understanding on Cooperation with Ministry of Labour of Mongolia and cooperate to prepare professional workers that meet the demand of TVET sector and link the efforts of parties to upgrade, develop the Mongolian TVET sector and concluded this Memorandum of Understanding on Cooperation on the following conditions:
    1. Collaborate for upgrading and developing the Mongolian TVET sector.
    2. Vocational Education Training Partnership NGO shall work as the implementing unit to support and ensure the coordination, coherence and cooperation of TVET projects and programmes.
    3. Collaborate to establish the TVET database and develop consolidated information and research works on investment, projects and programmes implemented in TVET sector and make available to use of interested parties.
    4. The Ministry of Labour of Mongolia endorsed the Vocational Education Training Partnership as the official partner and organizer of Mongolia’s preparation for World Skills Competition and will cooperate and provide with management and recommendations.

    TVET Donor Consultative Meeting

    Over 50 people participated in the ‘’TVET Donor consultative Meeting’’ jointly organized by the Ministry of Labour of Mongolia, Support to Mongolia’s Technical and Vocational Education and Training Sector Project-1 of the European Union and Vocational Education Training Partnership NGO on April 29th of 2015. Mr. Chinzorig S., the Cabinet Member and Minister for Labour made the opening speech and Ms. Khaliun A., the Head of Vocational Education, Training Policy Coordination Department MoL made the presentation on ‘’TVET policy and donor coordination", Mr. Galbadrakh B., the Advisor of STVET-1 Project by EU made the presentation on ‘’TVET Sector Strategy Concept’’ and Ms. Tungalag C., the Executive Director of Vocational Education, Training Partnership NGO made the presentation on "Current situation analysis of the TVET projects’’ and ‘’ Sector Calendar’’. Outcomes of the meeting discussion and recommendations opinion of different stakeholder on strategic planning and donor activities of TVET sector will contribute to the sector development.

    The 2015 Overall Plan of TVET Trainings, Workshops and Event

    On March 11th of 2015 the Ministry of Labour, VETP NGO and TVET projects and programmes held a discussion meeting on ‘’2015 overall plan of TVET trainings, workshops and events’’ at the Conference Room of Ministry of Labour where more than 20 representatives attended. During the meeting representatives searched for the possibility to coordinate, integrate similar activities, improve their coherence and reduce the duplication of activities reflected in the 2015 overall plan of the sector, hence the meeting was a fruitful exercise to reached an agreement on further steps. As a result of this event and further liaising with relative parties the ‘’2015 Overall plan of TVET Trainings, Workshops and Events’’ summarized and published by the Ministry of Labour and Vocational Education, Training Partnership NGO was sponsored by ‘Support to Mongolia’s Technical and Vocational Education and Training Sector Project-1’ of the European Union and distributed to TVET sector stakeholders in English and Mongolian.

    Conducting and Documenting Baseline Survey for CVT Project/GIZ

    GIZ is implementing the “Cooperative Vocational Training in the Mineral Resource Sector“ (CVT) Program on behalf of the German Ministry for Economic Cooperation and Development (BMZ). The Program is co-financed by the BMZ, the Swiss Agency for Development and Cooperation (SDC) and the Australian Department of Foreign Affairs and Trade (DFAT). It aims at increased employability among urban and rural man and women and has three components: (1) formal TVET, (2) Short Term Skills Training (STST) and (3) Vocational Counseling (VC). The program is implemented in ten pilot provinces. While baseline data already exist for three provinces, a baseline needs to be conducted for the other seven provinces which are Bayankhongor, Gobi-Altai, Zavkhan, Khovd, Uvs, Bayan-Ulgii and South Gobi. The baseline required interviews with local companies about the quality of TVET schools and the skills of their graduates allowing a comparison with interview data from a project evaluation that will be conducted towards the end of the project using the same methodology. From the comparison one can draw conclusions on the improvement of TVET training at the selected schools throughout the project period. According to Terms of Reference of the assignment, VETP initially submitted the proposal reflecting rough action plan and budget calculation for baseline in Khovd province. Hence after approval by GIZ, VETP selected three local experts and jointly arranged a prior training with CVET Project. Consequently on October 3rd 2014 VETP signed a service contract to conduct and document surveys with 20 companies in Khovd province for CVT Project of GIZ. Upon the successful implementation and delivery of service the contract was extended to 6 more provinces of Bayankhongor, Gobi-Altai, Zavkhan, Uvs, Bayan-Ulgii and Umnugovi provinces.

    Key TVET Partners Meeting

    VETP organized the key TVET partners meeting on September 17th at the OT LLC premises to provide updates on recent developments and progress of TVET projects and initiatives to key stakeholders and discuss the formation of VETP's first Working Group on the Mongolian Qualification Framework. Participants of the meeting consisted from Mr. Kern von Hagen, Oyu Tolgoi LLC, Ms. Orgilmaa, Oyu Tolgoi LLC, Mr. Florian Scheit, GIZ, Ms. Enkhtuya, GFA, Ms. Melanie Gimblett, Etas Group, Ms. Alex Jones, Etas Group, Mr. Andres Bogates, Tony Blair Associates, Mr. Peter McLinton, EU, Mr. Klavs Dahl Christensen, EU, Ms. Munkhjargal, DFAT, Ms. Solongo, AusTrade, Mr. Saha Meyanathan, VETP, Mr. Pascal Houben, GIZ, Ms. Tungalag, VETP, Ms. Mungunsor, VETP. After the meeting, VETP prepared and shared the documentation on VETP’s partner meeting capturing main observations from the updates and discussions held by participants, and the proposed actions resulting thereof.

    Expert Meeting on ‘’Integrating Transferable/Soft Skills in Education and Training to Enhance Employment Opportunities‘’

    On March 26th of 2014, ''VET'' Partnership, UNESCO and GIZ/CVT-Project jointly organized the Expert Meeting on ‘’Integrating Transferable/Soft Skills in Education and Training to Enhance Employment Opportunities‘’ at the Conference Room of GIZ office in Mongolia. The purpose of the meeting were: to introduce the current global discussion on the concept of transferable/soft skills and the role in TVET; share findings from relevant studies and initiatives on transferable/soft skills in Mongolia; and discuss possible strategies and partnerships to further promote transferable/soft skills in education and training in Mongolia. Workshop on Integrating Transferable/Soft Skills in Education and Training was conducted in two sessions. The morning session covered presentations on understanding transferable/soft skills in TVET:

    1. Definitions and preliminary findings from the UNESCO-RCP regional study in Asia and the Pacific and also Transferable skills in secondary and higher education
    2. Case study: “Transferable/soft skills in Mongolian TVET: Implications for TVET teachers policy”
    3. Emerging skills development needs in the Mongolian context: evidence from the GIZ-supported employers survey.

    The afternoon session was organized for discussion and working session by dividing participants into 2 groups. The key topics for discussion were relating to the Transferable skills and made some view of points and suggestions. Outcomes of the discussions were collected by the VETP team and shared with participants.
